There is a very small chance that these items can be found in chests or storage devices within man-made structures throughout the galaxy, and while these are free, this is not a recommended farmable method due to the incredibly low chances.

The other option is to buy these items. Travel to the Commercial District of New Atlantis, on the planet Jemison in Alpha Centauri. From here, head straight and look along the left side of the street for the large yellow sign for the store Outland. This story does sell Indicite Wafers for a few hundred credits, and players may need to wait to make the merchant refresh their inventory.

The other and most straightforward method for obtaining these wafers is through crafting. Players will first need to reach Special Projects Level 4. This is a skill in the Science skill tree and will require a lot of crafting to be done to level up the skill to 4. With the level 4 skill, head to an Industrial Workbench where Indicite Wafters can be crafted for 4 Indicite, 1 Semimetal Wafer, 2 Caesium, and 2 Solvent.
