Starting The Quest

Maeve Salini in Starfield Ryujin Inustries

To begin the Top Secrets quest, head to Neon City on the Volii Alpha planet, and follow it up by going to the Ryujin Industries HQ. Speak to Maeve Salini at the reception area and inform her that you’re here seeking an appointment with Ularu Chen.

Following the interaction, Imogene will accompany you in meeting Ularu, who is wrapping up a meeting in an adjacent office room.

Meeting Ularu Chen

Ularu Chen in Top Secrets Quest In Starfield

During your discussions with Ularu Chen, she’ll give you a new assignment that involves negotiating with an outside contact NPC, Simon Ryczek. The negotiation entails acquiring information on a new project headed by Infinity LTD.

According to Ryczek, learning about the project would bode well for Ryujin Industries, which is why Ularu wants you to gain any information possible on the project by hook or crook.

Following your conversation with Ularu, Imogene will share a code phrase that you’ll need to use while interacting with Simon Ryczek. The code phrase is “Razor Derby is the only real sport.”

Ryczek is located at the Luxe Condos in Cydonia on Mars.

Finding & Negotiating With Simon Ryczek

Simon Ryczek in Cyndonia during Top Secrets Quest

Open the missions menu and fast travel to Cydonia on Mars. Then, follow the quest marker to find Simon Ryczek at the plaza, relaxing near some turbines. Engage with Ryczek and choose the “Razor Derby is the only real sport” code phrase when the option pops up during the conversation.

Ryczek will inform you that Infinity LTD and Deimons Staryard have struck a deal, the details of which will turn out to be valuable for Ryujin Industries. However, he offers three ways you can compensate Ryczek for this information:

  1. Persuade him.
  2. Take up a side job.
  3. Pay 10,000 credits.

If you persuade Ryczek, he’ll lower the price to 8,000 credits. If you choose to pay this amount, he’ll reveal further details on the deal, calling it Project Dominion. He’ll also provide additional information on how to go about finding more on this project.

However, it’s recommended to take up Ryczek’s side job to pay off his compensation, as pursuing and completing the side job will reward you with a unique pistol and a missable starship.

Taking Up Ryczek’s Side Job

Character aboard the Datura in Starfield

Taking up the side job, Ryczek directs you to travel to Saturn and eliminate an NPC named Malai Liskova. Fast travel to Saturn’s orbit to encounter a ship named Datura. You’ll receive a transmission from the ship. In response, you can choose to attack the ship or board and speak to the NPC.

It is advised to board the ship and persuade the NPC if you do not wish to kill them. With successful persuasion, Malai will give you her pistol, the Ember, as proof of her death. Additionally, you can also pilot her ship, Datura, to claim it as your own.

However, piloting the Datura technically means stealing this ship, and you’ll need to get it registered by any Ship Services Technician if you choose to sell it down the line.

Once you’ve acquired the Ember, return to Simon Ryczek at Cydonia to continue the quest. While you’re still on Mars, you may also want to engage with a vendor named Jane Weller, who offers an interesting side mission called ‘Starting-Up Stops’, where you can find a missable crew member named Erick Von Price.

Acquiring Details On Project Dominion

Acquiring details on Project Dominion during the Top Secrets Quest in Starfield

Inform Simon Ryczek about your success on the side job. He’ll provide you with three slates containing an audio recording from an individual named Stanley MacMillan. Open your inventory and listen to the audio recording before proceeding to read Stanley MacMillan’s files. The files will inform you about Stanley’s daily schedule and open an opportunity to retrieve data on Project Dominion from a security computer in Cydonia.

While still in Cydonia, follow the quest marker to find Stanley’s computer inside an office. You’ll see a security officer already operating the computer, and you’ll need to interact with him to gain access.

If you have the Security skill unlocked, you’ll get a unique dialogue option that will provide instant access to the computer. Otherwise, you’ll need to go through a few dialogue exchanges before being able to access the computer.

Once you have access to the computer, open the Deimos Staryards Presentation, and hack the novice lock with your digipick. You can now download the project files to complete the objective.

Returning To Ulara

Speaking to Masako in Starfield during Top Secrets Quest

Armed with the information on Project Dominion, return to Ulara and hand over the files for decryption. With the files decrypted, Ulara will state the project is a prototype developed by Ryujin Industries and that she’s surprised someone else managed to get their hands on it.

Ulara will invite you to meet with her boss, Masako, who’ll entrust you with furthering the investigation to discover the mole within Ryujin Industries. Your next mission involves collaborating with Dalton Fiennes and uncovering the person who sold the information on Project Dominion.
